Encode 2.32 を Release したのでお知らせします。

変更箇所は少ないのですが、今回のReleaseでは en_US.UTF-8やja_JP.UTF-8 を utf-8-strict に resolve するようにしました。localeを多用しているひとにはいいニュースだと思います。例えば piconv では -f や -t を省略した場合、locale から得られる encoding をデフォルトにしているので、片方を省略できます。
